Every time there some program to restart in a session needrestart write a message on the console used tu run needrestart and send a mail with the same information. Please provide an option for that. An easy way to do that is to consider /etc/needrestart/notify.d/600-mail as a configuration file. So if I modify it for not sending a mail it will not be replaced by an upgrade.
