You mean the packages descriptions translations. Well, it could be revived. The main problem is: resources with competence in both programming AND knowledge of BiDi issues are very scarce and rare. So, the first challenge, if Daniel Burrows just says "I know nothing about BiDi", is to find someone with the required skills....
