I'd argue that the right approach is still to contact the MIA team and ask them to investigate and reach out to the supposedly missing maintainer. The thing is, either way (MIA team involved, or not) you'd usually want to wait an indeterminate amount of time for the old maintainer to reply before giving up anyways, so you may as well just follow the devref guidelines. The MIA team is fairly active AFAIK, and it's just a matter of sending a brief email to m...@qa.debian.org to get the ball rolling.
