I confirm same symptoms on a pppoe connection (/usr/sbin/dhcp6s -c
/etc/wide-dhcpv6/dhcp6s.conf -Df ppp1):

for DUID
May 14 15:13:07 pomerium dhcp6c[21817]: get_duid: generated a new DUID:

May 14 15:13:07 pomerium dhcp6c[21817]: get_duid: saved generated DUID
to /var/lib/dhcpv6/dhcp6c_duid
May 14 15:13:07 pomerium dhcp6c[21817]: client6_init:
setsockopt(SO_REUSEPORT): Protocol not available
Downgrading to 20080615-11.1 solves the problem.
