When I call top with the 'C', the 'C.UTF-8', the 'en_US.UTF-8',
the 'en_GB.UTF-8', or even the nōn-existing 'en_S.UTF-8' locale
in $LC_ALL, this works. However, this doesn’t:

root@dfg-master-01:~ # LC_ALL=de_DE.UTF-8 top
        top: incompatible rcfile, you should delete '/root/.toprc'

The locales-all package is installed, so the locale is valid.

You recently added back support for this style of .toprc files,
but apparently, parsing it uses locale-dependent functions where
it shouldn’t.
