This is a bug in apt 1.0.9.8 as currently in Jessie and Stretch. It mostly (but not only) shows up in aptitude's new packages list and automatically-installed flags. The bug is fixed with apt 1.0.9.9 in Sid and is planned to be fixed with the first Jessie release update in a few weeks. In Stretch it will be fixed in a few days.
