No, the swig2.0 is an older version that must be removed. Now that jessie is out of the door, that will be the next step in SWIG packaging: drop swig2.0 and have swig point to swig3.0.

Installing any of these should provide an alternative in /etc/alternatives.

swig2.0 only made it into jessie because I expected that swig3.0 would (as a new major release) cause some problems. So far I did not see any and we are past the .0 release...

I agree that the current state is not as it should be. :-)
