Isn't this the same bug that is also blocking the wheezy to jessie upgrade on amd64 platform?
The error message is that initscripts fails configuration because it cannot create the symlink /dev/shm - because it already exists. Deleting or renaming the existing /dev/shm symlink allows initscripts to be configured and the upgrade process to continue.
