Please expand your statements.

When 'set mouse=a' is in effect selecting with the mouse on vim activate
visual mode and, with the default setting of the 'clipboard' variable,
fill the X selection. Once the selection is filled you can paste both in
vim and outside vim.

With 'set mouse=' vim does not respond to mouse signals at all, but
still you can select from the terminal and paste the selected text
somewhere else.
