Good catch, thanks.

Reading https://packages.debian.org/unstable/ I believe 'utils' is
indeed the most appropriate section.  This is the section that ykneomgr,
yubico-piv-tool, yubikey-personalization, and
yubikey-personalization-gui are in.  They perform similar
YubiKey-related operations.  Further, I suppose yubikey-neo-manager has
the same concern (we'll fix that too).
