This doesn't seems to be actually the case:
tchet@antec:~/git/game-data-packager$ grep etc /usr/bin/dh_bash-completion
my $bc_dir = "$tmp/etc/bash_completion.d";
Should be easy to fix in bash-completion before a new lintian is released.
