        This is certainly not the normal, or desired, behaviour. The
 modules_clean target is supposed to be an add-on, and not replace the
 cleaning up usually performed in the modules_image target. The issue
 is usability; the end user may not have the old kernel sources
 around. 

        Most of the modules I use cope with modules_clean never being
 called; I see no reason to diverge from this behaviour.
