The 65-droid-sans-fallback.conf file was added for a reason a few months ago:
https://bugs.debian.org/750884 As you can see it was an Ubuntu request aimed at achieving a good experience when rendering Chinese contents in sessions with a non-Chinese locale. Now, with the prefix number changed from 65 to 69 in fonts-android 1:4.4.4r2-6, it no longer serves that purpose in Ubuntu, so from an Ubuntu POV the file could as well be dropped in Debian. We are about to release Ubuntu 15.04, and I have just proposed a last-minute hack in the Ubuntu version of the package to get back the intended behavior. https://launchpad.net/bugs/1441629 Suppose we should talk more about how to do with this going forward.
