This file should really only be in python3-llfuse-dbg (and in
0.40+dfsg-1 that's also the case). I'm not sure how it ended up in the
wrong package in the earlier version, but I suspect a bug in one of the
Python packaging helpers.

I think the way to fix this is to add a Conflicts: (rather than Breaks:
+ Replaces:) on the old version, because the -dbg package does not
replace the non-dbg package. Right?
