Do you know of an alternative in Debian that could be suggested? Anyway, the proper fix for this would be to add a bitstream filter for unpacking the packed B-frames to FFmpeg. Then such files could be fixed with FFmpeg, so there would be no need to suggest other programs. There is an upstream feature request for that at [1].
