Not easy, this happens in unpack stage, message should go in preinst and
would have been forgotten when the dpkg warning is issued in unpack stage.
Also note that no related change will go in jessie.

I remembered yet another reason to avoid shippping /var/lib/{a,i}spell dirs,
they were empty and people complained about packages shipping empty dirs
(people are sometimes a bit nitpicky). If for some reason those dirs really
need to be shipped again, I would put them in dictionaries-common itself,
with a semi-bogus README inside shortly explaining what is expected there,
so they are not empty. But even this would not avoid the messages unless
dictionaries-common is unpacked first.
