This is still an issue in Jessie (used with systemd):
$ invoke-rc.d rsyslog rotate
invoke-rc.d: action rotate is unknown, but proceeding anyway.
Closing open files: rsyslogd.
The fix mentioned in #728682 ([1]) works.
