Hi,

In #775501, I said I found a bug in noweave which was on my end. It
turns out that it affects the buildds as well seemingly at random. On
alpha, m68k, mips, s390x and sparc, noweave is an empty executable and
(obviously) doesn't work.

This seems to be caused by the build system being sensitive to the date
modified times of certain files. If src/shell/noweave.nw has a later
date modified compared to src/shell/noweave when extracting, make will
try to rebuild it and fail.
