when a memory-hungry process is started (by normal user, not root) and the system has swap (on slow rotating drive), it takes about 20 minutes for the OOM killer to kill the process. During this time, even mouse poiter lags and the system is totally unusable. Invoking OOM using alt+sysrq+f does not help. Workaround: when turning off swap, OOM killer solves the problem in several seconds.
