Yeah, I guess it makes sense to update debian/avahi-autoipd.if-down and debian/avahi-autoipd.if-up and let it test for the /usr/sbin/avahi-autoipd binary.

If we do that, we should also update the dhclient enter and exit hooks accordingly.
