It looks like the fonts are not fully or proper installed.
Seems, you're out of luck.
The error message above is helpful "perhaps Parmaite_alt is missing from
the map file.", which is correct. To register the tengwar font map file
in Debian, you have to (as root):
1. Append the line "MixedMap tengwarscript.map" to
/var/lib/tex-common/fontmap-cfg/texlive/texlive-fonts-extra.cfg
2. Run update-updmap
3. Run updmap-sys
Now the map file is registered. The error message changes to:

The reason is: the file Parmaite_alt.ttf is not part of the Debian
distribution; it has to be downloaded manually:
http://at.mansbjorkman.net/parmaite.htm . About the reason not to
include it I can only guess, but the copyright notice, is rather a cry
for "do not include me!" [1].
Sorry, no bug! One could think about removing the tengwar stub from TeX
Live/Debian to avoid further confusion.
