Actually, I just had an idea. We could make "init" have a Recommends:
systemd-sysv in addition to the Pre-Depends: systemd-sysv |
sysvinit-core | upstart

A quick test indicates, that this might be enough to change the scores
(at least with my test setup), to make "aptitude upgrade" pull
systemd-sysv instead of sysvinit-core.

Since I have no idea what I'm doing and just grasping for straws, I
don't know if this a sufficient change and doesn't influence other
upgrade paths, where the user opted out of the switch.
