Do you have a /etc/default/locale file?
If not, this looks like a bug in the patch I cherry-picked from upstream
for #774889:
+EnvironmentFile=@LANG_CONFIG_FILE@
should perhaps be
+EnvironmentFile=-@LANG_CONFIG_FILE@
to ignore absence of that file.
#774889 was RC and this isn't, so I'll have to get approval from the
release team before making that adjustment.
