Hi again! I just tried the source file from the upstream bug report with ImageMagick 6.9.0-3 (both, with a bias of 0.5, and a bias of QuantumRange/2.0), and it turns out that also with 6.9.0-3 the reported issue is present. A quick look at magick/effect.c revealed, that MorphologyApply is still called with a hardcoded bias of zero. The same seems to be true for the latest version of ImageMagick. So, I'd like to withdraw my claim that the issue is fixed upstream. Sorry for the confusion.
