Well, that is an endless discussion. We rely on upstream TeX Live for dependencies and add the most important. But if we add *every* cross dependency, there will be no need fo rpackage splits, because every installation will trigger an installation of all texlive-packages. The network of cross-dependencies is too big and actually unknown. Although I have added in former times these kind of dependencies, I am more and more refraining from it, due to above reasons.
