I believe it's the latter. I attempted to package it a few months back but got stymied by my lack of Debian expertise. I believe Ho Wan Chan was able to get farther but I couldn't get ahold of him via email. I also wasn't able to find an in-progress git repo to help.
I hope someone with more Debian know-how is able to step up.
