I wondered about this, but I was a little concerned that it would be a
regression for any systemd users who are currently remote-controlling
dnsmasq via D-Bus without having specifically enabled it.

Given that a D-Bus-enabled dnsmasq seems to cope equally gracefully with
dbus present or absent, is there a cost to enabling it?

Upload whatever you prefer. I mainly prepared my patch in the form of an
NMU so I wouldn't have to rebuild and re-test if you asked me to NMU it
later.
