I can't reproduce any of this (on an up-to-date jessie system). Mode: delay 3 inhibitors listed. xfce4-power-manager correctly takes the inhibitor locks as outlined in [1] and whatever action is configured to happen on various events is correctly executed. For testing purposes I set the action on power button press to ignore, and the result was, that simply nothing happened.
