Hi,
I'm the main developer of Commander Genius, good to see there are some
wishes to integrate that to the debian packaging system.
So far I have created a PPA for Ubuntu in which the CG is built. Maybe
you can take some of the build rules as they are similar to those of debian.

On the Launchpad servers it builds well and also creates the Desktop
file so it is installed under the games category.
Would be nice to see it in debian, because for that matter I could close
that ppa...
