There's no x32 migration -- only first-class architectures even have a "testing" suite. In any case, no issue related to second-class ports is considered RC. I'm trying to make an x32 jessie release on my own, but that's totally unofficial. Unlike debian-ports, I do carry a delta on my own, and any x32 patch I send is applied in my repository. I do have a self-imposed requirement, which is that every sourceful change must be filed in the BTS, which I'm hereby doing.
