This would be fixed by mounting /usr in initramfs and tbh, I think our
efforts would be better spent, by simply getting the /usr-mount patches
in initramfs-tools production-ready.

Also, rsyslog with /dev/xconsole is really a special case here, so much
that I'm not really convinced that it warrants it to document this
prominently. People might start shipping stuff in /lib/tmpfiles.d and I
don't want to see it happen that tmpfiles now get randomly split up
between these two directories.
