That's incorrect. At least recently, when the CTTE is overriding people, we have been very explicit about the fact that they are being overridden. [This is important, because decisions which override developers require 3:1.] In this case, we merely noted that the release team was interested in having only one jpeg implementation, and the CTTE was asked to decide which implementation was to be used.
