That's incorrect. At least recently, when the CTTE is overriding people,
we have been very explicit about the fact that they are being
overridden. [This is important, because decisions which override
developers require 3:1.]

In this case, we merely noted that the release team was interested in
having only one jpeg implementation, and the CTTE was asked to decide
which implementation was to be used.

Only if the decision of the delegate falls under 6.1.1, 6.1.2, or 6.1.4
(and of course, that it was a decision delegated to the delegate by the
DPL). If it's not a technical matter, than only a GR can override a
delegate.
