The Debian AppArmor Packaging team wants to keep the delta with upstream as low as possible. That is why if you want to submit a new or patch an existing AppArmor profile, this should be done upstream first. Furthermore, this will help other distributions include your profile. A detailed documentation on how to contribute your profile upstream can be found on the Debian wiki [1]. Please do not hesitate to send comments about this documentation to me or to the Debian AppArmor Packaging mailinglist [2] so that we can improve it if necessary. You can ask for review of your patch/profile on the upstream mailing list [2].
