This is correct. The build process was tweaked back and forth first to exclude, then to include it. The end result is that current binary in Jessie doesn't include it, but the source package does include it. So, "apt-get source testng" in Jessie/unstable and then "debuild", produces binary with jquery-1.7.1.min.js.
