I'd also like to add my vote to this. Forwarding email is quite a common use case and SRS is needed in order to be compatible with SPF and other email reputation techniques.
It took me quite some time to figure out where I should be editing the Debian package to enable SRS, and then I ran into issues with dh_shlibdeps not recognising the srs library. It would be great if this was included by default in the heavy package, since it requires config options to enable I can't see it hurting any installed configurations.
