I have the same issue with libapache2-mod-passenger_4.0.10-1~bpo7+1_amd64.deb from 'wheezy-backports'.
Error is: [ 2015-01-16 00:28:32.6233 12679/7f13b9523700 apache2/Hooks.cpp:758 ]: Unexpected error in mod_passenger: Cannot connect to Unix socket '/tmp/passenger.1.0.12654/generation-0/request': Permission denied (errno=13) Bug already should be fixed in upstream.
