If it's a Debian package file, you can see where it comes from via "dpkg
-S", i.e.:

  $ dpkg -S /etc/emacs/site-start.d/50dictionaries-common.el 
  dictionaries-common: /etc/emacs/site-start.d/50dictionaries-common.el

So assuming you have dictionaries-common installed (or did, and didn't
--purge it), then that file's supposed to be there.  In any case, it's
not an emacs package file.
