For example we don't ship login-related utilities from util-linux in Debian, because they are shipped by src:shadow. Should we be shipping only lslogins from util-linux? Should we start a discussion with shadow maintainers about deprecating that implementation and moving over to the same implementation used by all other (non-Debian-derived) distributions to benefit from their bugfixing work? etc... Please feel free to volunteer sorting out the details on why/if they should be added.
