First of all, you shouldn't be binding to a tcp socket using hostnames. You should use an IP address. Using a hostname in this way is bad practice.
This is not an issue with Nginx, it's the init system. Even adding $all to Required-Start won't help and that's about as much as we can do from the packaging.
