Control: tags -1 patch

Updated patch applied
 - Improved and added to the set of fixes/improvements
 - Broken it into multiple commits
 - Rebased on debian-next
 - Removed duplication of progress-linux release naming fixes which had
already been done in debian-next separately.

Actually it is built on debian-next + my bug #718225 patches (the ones
for the 5.x/next branch) because this conflicts with it, and 718225 is
more important. The most important part of the attached changes, commit
#01 actually does not clash and so can be applied before or after.

There are ten commits in total. Couple of notes:
 - #01 changes the keyring used for verifying the derivative archive
keys to debian-maintainers.gpg, from debian-keyring.gpg. The
progress-linux keys (from archive.progress-linux.org/packages/) were
failing to verify against debian-keyring.gpg, but worked against the
maintainers keyring.
It does concern me using this key, because surely this could put any and
all maintainers in a position to compromise people building
progress-linux images.
 - #07 provides a more flexible keyring usage capability. I have added
all keys installed by the debian-keyring package, because I am not
currently certain which are needed. I have security concerns about this,
the set used needs reviewing.
 - #10 was of huge benefit in testing changes and resolving issues in
the bootstrap_archive-keys script, it saved a lot of time. Just want to
highlight in case it can help save you time in testing changes.
