Control: retitle -1 notify maintainers of affected bugs; possibly require it 
for orphaned bugs or wnpp bugs

It's a missing feature, because there's no way to automatically notify
someone else who is not the maintainer.

Presumably, the way to do this is to use affects in orphan bugs, and
also have maintainers of affected packages receive messages about bugs
which affect their packages.

But that's an additional set of code which has not been written.
