Dear Maintainer,

When importing csv transaction data into gnucash, if an error occurs
due to a date parse failure then the "start import on row" setting is
lost.

Reproduction steps:
* import csv transaction data from a csv file with several rows
* mark the various column headings (date, balance etc)
* change the "Start import on row" setting to a number greater than 1
* Select forward
-> You should now be at the account selection screen with a red message
at the bottom: "There are problems with the import settings!..."
* Select back
-> You are back at the "Preview Settings" screen. Observe that the
column headings and date format remain as you left them. However the
"Start import on row" setting is reset to 1.


I would expect the "Start import on row" setting to remain at the value
I selected, just as the other settings on that screen.
