The apt-offline man pages conclude with :

NOTE: On a freshly installed box, that was installed without
the network, the package database is null. In that case, you
first need to run apt-offline with just the --update option to
ensure that you have a meaningful package database

If one tries to "run apt-offline with just the --update option", this happens:

$ sudo apt-offline --update
usage: apt-offline [-h] [--verbose] [--simulate] [-v] {set,get,install} ...
apt-offline: error: too few arguments

I don't how clearer I can be: the instructions given in the man pages are wrong 
because they cause an error.

A candidate for a correct man page fragment would be:

NOTE: On a freshly installed box that was installed without
the network, the package database is null. In that case, you
first need to run 'apt-offline set <path to first update sig file>' with the 
'--update' option to
ensure that you have a meaningful package database

(Note that this suggestion also deletes the superfluous comma)
