Yes.  That's why I added a detection routing and a big warning when someone
is doing this.  I suggest you copy it over from dpatch.mk.

Sorry I fixed the problem in cdbs but haven't looked at quilt.  You just have
to add a pair of calls to update-config / reverse-config and ensure the
calls to quilt are idempotent.
