yes, what you describe is actually intended behaviour ;); more precisely
that code should only actually do something when the administrator
explicitly changes the path via debconf.

I am currently guessing that the debconf value did not exist yet in
0.9.5, and the postinstall does not handle this situation gracefully,
but using the default path.
