Bug#294617: apt-cacher: improved IP address filtering, IPv6 support

The attached patch provides improved IP address filtering:
  - IPv6 support
  - multiple addresses and ranges may be used (comma-separated)
  - netmasks may be used (/n or, for IPv4, /w.x.y.z)
  - denied_hosts{,_6} options

The IPv6 support assumes that the value of REMOTE_ADDR contains no dots and
is not bracketed. IPv6 addresses of the form ::ffff:w.x.y.z are handled as
IPv4 w.x.y.z.

(The patch also removes an apostrophe from a comment in the configuration
file.)
