We are also having this problem. On systemd systems /etc/memcached.conf is not honoured. Instead of that, all command line options are hardcoded in the service file (/lib/systemd/system/memcached.service).
The attached patch attempts to fix that by introducing a systemd-memcached-wrapper script, based on the original `start-memcached`, that starts memcache with the correct options.
