I think what you want then is to turn off electric-indent-mode, perhaps
in a hook of haskell-mode. I have a vague memory that the default for
this mode changed in 24.4.

UNTESTED:

(add-hook 'haskell-mode-hook
          (lambda ()
                  (electric-indent-local-mode -1)))
