I don't believe there should be a virtual package for an mp3-decoder. This would require that they all have some common interface, which they don't. But on the other hand the policy defines an mp3-decoder as a virtual package, only saying "an MP3 decoder package", and the bug requesting it (#64006) doesn't provide much information either.
