Thanks for flagging this. I was going to follow up to this bug when it had aged enough that it would ordinarily have migrated; hopefully it won't regress this time. The regression was that the opportunistic dpkg-statoverride during the preinst, just before the new dbus is unpacked, is too late for that unpack run to use the dpkg-statoverride info; and because the dpkg-statoverride entry exists, the postinst wouldn't chmod the binary either. Installing 1.8.12-2 or 1.9.4-2 for a second time was enough to avoid that bug, which is why I didn't see this during my local testing. Removing the preinst's dpkg-statoverride means that the wheezy -> jessie upgrade will unfortunately still have the non-functional permissions for part of the upgrade (while dbus is unpacked but not configured), but at least updates within jessie or from jessie to stretch won't suffer from it.
